a friend of mine from India applied national Type D visa for observership in University Hospital of Padua (for 6 months), he was studying his medical undergrad in Lviv, Ukraine but had to leave because of the war, he has his credits (recognised by university of Padua) upto 7th semester.

The visa of rejected by Italian embassy , New Delhi on the basis that his intent to return to India of insufficient.

He has received the offer letter for the observership from Padua, as well as the accommodation, showed proper funds and tickets as well.

His dad operates a business in India, and has his immediate family living here.

Is there anything he should keep in kind before reapplying?
