Ideas for playing outside without a fence

My 3.5 year old loves to play outside, but he also likes to run and he's very fast. We live near a pretty
busy road. We're working on saving for a fence but I just can't get one yet. I've used a backpack harness but it doesnt work out that well. We have a swing set and an area far enough away from the road, I'm trying to find something to buy that could go around it and give him space to play. He's pretty big and strong but I will always be with him while he's outside, obviously. Anyone have any ideas for the most durable, affordable solution? It doesn't have to be the cheapest thing.

My husband just got a new job and will be traveling quite a bit. He has a company car and will be paid $60-80 a day per diem. Anyone have tips on how we could best save the per diem so that we can pay down our debt? Things like specific meals he could eat? How has anyone who has had a job like this best taken advantage of the extra money ?
