My fiance bullied a woman and I am not sure about the wedding anymore. he said I overreact?

yesterday I deleted this post because I was on our shared laptop and for some reason I got a bit worried he will see it somehow. And now I cannot access my account so I put it here again and hope it's ok.

My fiance 44M is the man in charge and oversees 7 departments at the company he works at, so he is a high level manager. Last year one of the departments (sales) was moved to Europe (we are in canada). He was very upset and nothing those people ever did was ever good enough.

On Friday he received an email that an order has not been delivered and that they cancelled it and wanted a refund (the total amount was of a cheap lunch at a cheap restaurant). My fiance was very upset and promised that customer right then and there he will send them a refund (and he did it using his own personal money, although no one asked him to).

he then raised a complaint to this department that is no longer under him and wrote in bold (or caps, not sure about this one) what happened and complained he had to solve it himself. This complaint has been taken over by a young woman (saw her pic) who immediately offered to call him.

I overheard him because as an exception he was working from home.

in less than 2 minutes he started raising his voice at this woman and complaining to her, although she is just an employee happy that she has a job... that everything worked fine before they took over the sales and turned the work into a joke. She tried to defend herself, I would have to, he was kind of rude... and said it isn't her teams fault. and he said you don't understand me, do you!? I don't care. Before it was good. I don't care who is to blame, it can be soviets. She tried to explain to him what happened and he shouted : I am not stupd!

She admitted she cannot really help him. He accused her of not reading what he wrote in that complaint. It is true that she did ask about something that was already there but it might be she couldn't focus. He asked: do you read what I wrote there at least? she said she did and he was like: then can you do something simple, let's do something simple together and check the file with the order.

at some point she snapped a bit too and told him to not talk to her this way because she treats him with respect and he denied he is not polite and when she said: you are really raising your voice at me... he replied: because look what is happening, this is why I am raising my voice.

she admitted she cannot help. he asked with disgust: you cannot help me??? who can help me?? so she replied she can talk to her boss and maybe the boss will be able. he intrerrupted: not that you can, you must talk to your boss.

at the end he apologised for his tone but was like... we cannot go one like this. She reported him to his own boss later and his own boss contacted him to tell him to not do that again.

I want to know... how bad was this? was it just that he is stressed or it was bulling?
