There is this movie I have been trying to find for a long, long time without any success. I was wondering if anyone could help?

I caught part of it around the year 2000 (I think. It was definitely before 2005 and after 1998). I only remember one scene:

A cult (wearing robes) chases a woman up into a clocktower (or similar) after which she falls (or is pushed) to the ground.

I am pretty sure it is an English-language horror or thriller movie. It was on TV, so would guess it was made prior to 2001 but could be from as early as the 1980s.
