Garmin Vivoactive 5 counts way too few steps for activities with GPS on

I've managed to convince my wife to join the Garmin club. She did not want to spend a ton of money as she needs just a basic tracking for various activities. The choice was made to buy Vivoactive 5. The primary thing she counts are steps.
When she go for a walk with a stroller with a newborn, she turnes on walking activity to measure distance and other stuff based on GPS. Say the distance says 6 km. Her settings for a length of a single step is less than a meter, so walking 6 km shall give more than 6 000 steps. Yet the Garmin app shows e.g. 4 000 steps overall for the activity.
Sure, accelerometer does not get proper movement as she pushes the stroller but hey, the distance says it all. Is there a way to make Garmin watch / app count steps from a distance once the activity with GPS tracking is on?
Help me gals and pals as it seems I was wrong recommending my wife a Garmin, and she is about to prove it. :D
