Axolotl stress, how to help him

This is ponyo my juvenile axolotl, he came home around month ago. I had his tank cycling and prepared for months on end before I got him, I have done research but I'm really stumped on why he's been so stressed lately. He's in a 55 gallon tank alone, with a 79 gallon chiller set to 60° so it can remain within the 60-68°, he has many places to hide and walk around in while also having with some plants in fine sand. All wood or anything sharp is sanded down. He is fed with nightcrawlers and has his waste sucked up with a turkey baster Everytime he does go to the bathroom, also has weekly water changes. I assumed he was getting stressed by the light being too bright so I turned one of them off (I know there's algae growing, I got home late one time and didn't get to turn his light off in time and now it's just spreading) but that didn't really calm him down, so i did a water change but that didn't really help either. Now I'm looking at his parameters.

Ph: 7.6

High range: 7.4 - 8.2 (it's honestly really hard to tell because on camera it looks like 8.2 but in person it looks like 7.4)

Ammonia: 0 ppm

Nitrite: 0 ppm

Nitrite2: 0 ppm

Temperature: 62°

(The temperature never really stays one number it would fluctuate in the 60-68° but never reaching any concerning number so I didn't think it was bother him but maybe it is??)
