The pic shows the ding dry and sanded. I don't understand why even thought I'm sanding a bunch, I still see the texture of the fiberglass coming through. Am I sanding enough? Too much?

Here is my process: I filled the hole with q-cell (mixed in some neon green for funz), let it dry and sanded it to shape. Put a piece of fiberglass + resin, sanded it down to be flush with the board. Then I sanded with 400 grit, and then manually wet sanded with 500 grit.

Do I need to apply another topcoat and wet sand? Where am I going wrong? Thank you!!
