Major TPS drops on a modded NeoForge server

The server is running on a contabo Cloud VPS 30 with 8vcpus, 24gbs of ram, and a 400 gig ssd so I doubt it’s the infrastructure. I pre-generated the world using chunky and tried installing every performance mod in a book but nothing seems to help.
