Sort of a two in one question, but:

Power supply’s maximum is 460, and the GPU requires 450 minimum. Is that safe to use?

The other thing is that the PCIe cables I have are only 6 pine, while the slot for the GPU is 8 pine. Assuming this power supply is safe to use, do I just go out and get 8 pine cables?
