Why do customers order COD and then refuse delivery at the door?

I’ve been running an eCommerce business for a while now, and one problem still doesn’t make sense to me:

Customers place COD orders…
Confirm on call…
And then refuse delivery when it actually arrives.

No cancellation. No response. Just straight rejection.

This creates a chain reaction:

  • Double shipping cost
  • Inventory stuck in transit
  • Cash flow delay
  • Complete waste of time

What’s surprising is — this isn’t a rare case. It happens regularly.

I’ve tried:

  • Confirmation calls
  • WhatsApp verification
  • Limiting COD in certain areas

Still happens.

I’m genuinely curious:

Why do customers behave like this?
Is it impulse buying? Fake orders? Competitor activity? Something else?
