I think Pandora doesn't actually have reality manipulation, but actually just sensory manipulation.

Why do I think that?: The Trial was based on Emilia's memories, it would make sense to me that those were manipulated by Pandora's authority. It also fits with the fact that vanity is all about how others look at you.It would also fix all the weird ways she used her authority and why she can't just do whatever she wants.

That would also explain why she needs the Witch Cult and the Sin Archbishops, because she herself can't actually physically harm anyone, at least not enough.

How far does this Manipulation actually Go?: I think very far so far, in fact, that the reason the Black Serpent was even in the Elior Forest is because Pandora manipulated its senses to make it go there, and Regulus actually never was in the forest. She made Emilia, Fortuna, and Petelgeus believe he was there and caused damage.

Why didn't she actually bring Regulus and just an Illusion?: Because the real Regulus is too uncontrollable. I mean, it seemed weird why he was so respectful and actually followed her orders before suddenly changing moods and attacking her. She wanted Petelgeus to think there was a threat and take in the witch factor of sloth. The reason she didn't make Regulus disappear immediately is because she wanted to push the advantage of them not knowing her power. If he suddenly disappeared without explanation, it would be weird and may leave a hint. So she made up a scenario where it would make sense why she sent him away while keeping the others in the dark.

But wasn't the fight between Regulus and Petelgeuse based on Od Lagunas' memories?: Yes, but the trial is based on Emilia's memories, which were already manipulated. The book of wisdom needed to rewrite the events it had laid out to fit into Emilia's memories. So it translated a corrupted version of the events.
