Trouble with my Heart rate.

Hi, hopefully this is the right place to post this, sorry if not.

I've had my Garmin Forerunner 55 for around 2 years now. To be honest I had about a year off of solid training, only intermittent running. But I've not gotten back into it, throughout my time using the watch my average heart rate has been very high, as in my average heart rate for a 3 miler is around 185-189 sometimes with points on the run getting to 200-210. So I bought a heart rate strap, HRM 200 from Garmin. Still a high heart rate.

This concerns me because 1. It's a very high heart rate for a 22 year old, 2. I'm never really that out of breath while exercising and 3. After I stop running I jog a 30 seconds cool down to a complete stop and recover breath wise and heart rate wise in around 30 seconds to a minute if it was a longer harder run. So I'm not sure.

Basic figures for context:

Male

Age: 22

Weigh: 75.6kg

Height: 176cm

I am active with my job averaging 18-20 thousand steps a day

Involved in the gym and have been consistent throughout the 2 years with strength training.

I have undergone formal tests regarding the multistage fitness test getting to 11.5 with no flags from my heart rate monitor or the staff at the test.

No heart conditions I'm aware off or have noticed.

Workout 6 days a week, strength day to cardio day to avoid overlapping the days with Sundays off.

Today I ran a 3 miler on my home treadmill to break myself back into cardio, got it set to miles so doing an average speed of 7 mph. Not breathless, recovered almost immediately after stopping, hydrated but still an average heart rate of 181 BPM?

I'm basically asking if I've messed up my settings, linking my heart rate strap or if my stuff is defective/old.

My treadmill heart rate put me at 132 and then peaked at 172 when I checked again but I was increasing the speed for the last half a mile.

Any help would be appreciated.
