What is this Condition Around my Mouth? Gets tight, dry

Female, 23. Generally very healthy, rarely get sick. I get dry lips pretty often despite being fastidious with moisturizing them but aside from that my skin is normal.

Anyone know what is could be? I’ve had it for over 10 years now. The skin gets tight and scaly, I can’t open my mouth fully or the skin splits. The skin feels markedly different from the surrounding normal skin, it’s wrinkly and shiny.

1st, 4-5th photos are when it gets really bad, 2-3 is what it usually looks like.

Been the several (terrible, been quite unlucky) dermatologists but never gotten a definite diagnosis. My primary care doctor just said it’s psoriasis and I should just use tacrolismus/Protopic forever, but I don’t really think it is? I don’t have psoriasis anywhere else, this is a very uncommon place for it, it doesn’t itch or burn unless I put a prescription cream on it. It also doesn’t really flake, it just gets very wrinkly and tight.

I’ve researched angular chellitis but I’ve been given a topical antibiotic (muproxin) and it hasn’t done anything. I’ve used OTC anti-fungals and it either makes it worse or doesn’t do much.

The only things that help are Protopic and topical steroids. But I feel like now the Protopic isn’t helping much and it’s getting worse and darker :/
