2010 CRV

so my wife has a 2010 CRV (right hand drive, Australia) both headlights went out, figured the fuse somewhere might be dead, replaced both L and R fuse under dash, checked the replay under the hood. everything is fine, still no lights however.
Parkers come on, High beam works too. just no Low beam. there is Zero power going to the H1 bulbs. iv rigged up a way where, when the ignition is turned on. the low beam turns on, ignitions turns off, lights turn off, all runs though the fuses. not ideal, but it works.
what im trying to work out, is there a hard wired relay somewhere on the BCM, back of the fuse board or something like this that i cannot get easy access to. i though it might have been a switch issue on the stick but when i switch between the off, Parkers, On and High beam i get the power output reading on the respected Wire colours.
any ideas/suggestions will be greatly appreciated. Thanks.
