GW scholarship and grant displacement policy

There has been this concern bugging me for a while now. So I was told that GW is a displacement school and does not allow stacking of scholarships. And any money I get outside of GW will replace the grant GW gave me. So I have like close to $10k to pay for GW, deducting FAFSA, and the GW grant. They offered me $5000 in federal loans and like $3000 for Federal work studies. And I accumulated close to $20,000 (a combination of multiple small scholarships) in outside scholarships that are going to help me in my first year of college. So will they deduct $20,000 from the GW grant and make me pay for the $10,000, or will they take the $10,000 and use the other $10,000 to cover the rest of what I have to pay? If so, I want to refuse the outside scholarships, so that other students will get the benefit instead of the money going to waste.
