FIX:

- start computer in Safe mode WITH networking

- download the AMD PVT

- install the AMD PVT

- open

Worked for me. Hopefully it works for you.

Context: I did everything from tinkering with time and date, to uninstalling programs like Asus Armory Crate, doing cmd commands some redditor commented, reinstalling C++ redist 2017-2026 and .NET frameworks, and even using DDU to uninstall all AMD apps to freshly reinstall my GPU. None of them worked and AMD PVT refuses to even open. No errors whatsoever, it just REFUSES to open. I DID THIS FOR 5 HOURS STRAIGHT!
