Currently, anyone with the Manage Messages permission can only delete an entire message.

Lets say, if a user posts a helpful text with three images but accidentally includes one image with sensitive personal info, we are forced to delete the whole post.

Proposed Change: Allow users with the "Manage Messages" permission to remove individual media attachments from a message without deleting the entire message. Just as the original author can also remove individual attachments from their own message after posting.
