Dodge ram 3500 1996 5.9 magnum v8 dually 2wd gasser

This 5.9L has a hydraulic tank in the bed which isn’t set up but i was wondering is this a aftermarket set up or did they come like this from factory. I’m thinking about getting it operational just need to find more information on it.

I replaced fuel pump it fixed my issue of long crank and ran and drove fine for a day. Next day I took out the fuel pump because the sensor for the fuel level fell off I reattached it and tried turning it over she isn’t trying to start I tested fuel pressure it was 10psi while key is on it building up slow I have to cycle it to really built pressure it’ll turn over if I built uppressure but it dies right away after turning over the truck only has 122k miles I did cap wires and plugs on it
