First adult UK passport after naturalisation. Two countersignatories rejected

Hello,

Has anyone else experienced issues with having their countersignatory for their first adult UK passport after naturalisation rejected?

Mine got rejected twice (two different countersignatories) and to be completely honest, I don't know why.

I contacted the HM Passport Office support via chat but they were not helpful. Due to data protection rules and regulations, they don't tell you why the people got rejected.

For the second countersignatory, they definitely used one of the keywords for the recognised professions as I suspected the first one may have been rejected due to this reason. They still got rejected. They have valid UK passport, are not related to me, don't live at the same address etc. It's very infuriating to not know why they got rejected.

Now they're saying I should complete the paper form instead and attach a cover letter explaining why I cannot use any other countersignatories. It's a bit strange that I need to explain why I cannot use any other countersignatories when I don't even know why the first two were rejected to begin with,

Has anyone else experienced this before?

Have you gone down the route of paper form? They said that once I choose paper form route, I cannot go back to having some countersign online.
