Impairment Rating

Hello, can any one who had any knowledge on getting your impairment rating/ expecting getting one help me out? I know for the AMA 6th edition the DBI method is used the most but haven seen instances where the range of motion method can actually be used. I just received my rating in the mail and am a little confused on why the physician who did my rating is saying range of motion method can’t be used. My DBI percentage is a 3% while my ROM percentage is 20%. I had an arthroscopy and medial meniscectomy, was out of work for over a year, and still have limited range of motion, knee gives out, can’t walk stairs, and constant swelling. Is there a way for me to be able to use the ROM percentage instead? Thanks
