How can I remove the stain off this sewing basket. No clue as to what the stain is. The fabric panel cannot be removed from the basket...

I first thought this was a different type of yoyo when I first saw this in a junk shop but people are telling me its a spinning top...any idea on how this operates ? On how I can get it spinning ?
