Viewfinder diopter not making any difference once being turned :/

Hey there! First time poster here :)

My boyfriend has recently rescued some of his old cameras from his parents house and we were really excited to put it to use. He has a red Nikon D3200 and it's fully working just fine!

However, the viewfinder always looked a lil blurry to the point it's almost impossible to have a clear view of what you are taking a picture of. Immediately (i have some sort of experience with photography and digital cameras), I knew the issue was that the diopter was not placed on a setting that was comfortable for our eyes, but when I started turning it around, it didn't seem to make much of a difference - if any difference at all - on the viewfinder.

I don't know if I am doing something wrong or if it's simply broken/malfunctioning. Is there any sort of troubleshoot I can do to get it figured out? Or if any of y'all know how much would it be for a repair like this.

We'd appreciate any help!!

IMPORTANT TO KEEP IN MIND: I've tested with different lenses and taking pictures using the screen instead of the viewfinder, the pictures are crystal clean so the lenses are perfectly fine. Plus, we removed the rubber frame on the viewfinder to check if it was disrupting it from working, but it didn't make any difference either.
