see the video for noise.. i went to go check put my tire after i heard a grinding noise on breaks at low speed, what could this be??

seller wants payment outside of ebay, in which im a little cautious of. they have 100% good feedback however only 2 or 3 of them are from people buying from him. does anyone know if this seller is trustworthy, or should i find someone else? i just dont want to get scammed
