Malware or some strange system app?

I got that error message for the first time a few moments ago, ive shut off all connection to the internet. Is this possibly malicious or should I not be concerned? I did not run the exe but it looks like it attempted to run itself and failed on startup.

Any advice is appreciated thank you

UPDATE : Trojan loader detected, will update when I find a solution or where it came from
