In the context of a manager giving feedback to an employee who is lined into them.

How do you personally interpret it?

Stories absolutely welcome.

Edit: A manager, higher than a direct team leader, is attempting to implement a certain change on our team. Team members have quietly expressed amongst themselves that they are not happy with the change, some even unwilling to implement without pressure. The person who received the feedback was overheard saying something about the change and the manager, after pulling them into an office one on one, implied that what was said "could be perceived negatively by others" - those in earshot were in agreement with what was said.
