Hello. I found this. Under consumer rights, as enacted by John F. Kennedy, this is the right to be heard in practice. Although it's US-based, anybody is permitted to file in. Those seeking a solution for their banned or suspended account should file a petition for FTC.
Note this is different from filing a complaint, in that it may create new regulations and interpretations. The webpage is self-explanatory.
