Major character that does the least to advance the plot (as shown on screen)

I was thinking of nominating Davos Seaworth for this. Yes, he was present at all the main battles (Blackwater Bay, Battle of the Bastards, Winterfell, King's Landing), but I don't think he had a decisive effect in the outcome.

  • He does smuggle the red woman where she gives birth to the ghost. Someone else could have done this for sure.
  • He does smuggle Gendry out of Dragonstone, if he didn't do that, not much of a big deal?
  • He does smuggle Tyrion into King's Landing, if that didn't happen, not much of a big deal?

The biggest counter argument [though this takes place before the series starts, needing me to add the "on screen" caveat to this question] is that he saves Stannis' life by smuggling onions into Storm's End during the rebellion. If he wasn't around to do that, Stannis would very likely have died, and perhaps the rebellion would have failed.

What have I missed?

What is your town/city objectively #1 in the state in?
