Could someone please assist me with, start to finish, the quest for Romeo’s message?

I can find barely anything about it, and what I can, it’s tidbits from different parts of the quest.

Something about a Scandal book, talking to Arlecchino and Venigni, and something something.

I’m on NG+ and I really don’t want to miss it, but I’m incredibly lost on this.

Any help is super appreciated.
