While playing Russia, I am moving dry ships one by one from the Crimean Peninsula to Vladivostok.

I'm playing by choosing Russia, using as little navy as possible, and when I create a fleet in the Far East and start construction, it goes all the way around from Crimea to Vladivostok. I tried producing it directly from the fleet panel. We also have plenty of crews (77k/112k), and even though I built the Vladivostok shipyard and naval base to the maximum level, it still happens. Do you know how to solve this problem?
