I recently discovered that once you own a city, no matter if you sell it, lose it, or raze it the technology and culture cost increase permanently, (the exception being if you raze it the moment you own the city). So I was wondering, do you still do the strat of selling the buildings and then sell the city to instigate war or is the added science penalty not worth even selling the city
