Like yeah sure, 1 one out of every fucking 5k are likely able to grow until that age but the average (50th percentile) age of puberty onset is between 11 and 11.5 and average age of fusion of leg and vertabrae growth plates (no more growth) is 16.5
Of course many will grow beyond this and many stop earlier but idk where this 21 shit comes from, literally just as likely as not growing past age 12 lol (assuming there is an accurate normal distribution)
