I am new to this and it got my curiosity, is this good? Bad?

Hi, I'm at 28 with no idea of what is going on with my hair... I don't know if this is frizz, new growth or what. I do think I have b1 type of hair but I'm no longer sure, any tips?

Pd. I did get a buzz cut about 2-3 years ago, hair just went this way and I bleached my tips to dye them red with Artic Fox.
