Considering the following upgrade

Parts for £0 are part of my current build. Planning to sell old parts at 50%. Upgrades:
CPU cooler: right now it's the PCS FrostFlow 240 Series ARGB which seems to be a rebranded ID-Cooling AIO? With the ASUS silent fan curve it's doing the job (80C at 140W using silent fan curve), but I recently learned that it's doing well because my mobo can't give it the full 165W power. Planning on switching to ALF III Pro 360. Was debating between this and air cooler but it seems like I could push 9800x3d a bit further with the AIO with less noise.
Motherboard: right now it's the ASUS® PRIME B850-PLUS-CSM + an intel wifi6e AX210 card. While it's been working great so far, the VRM is not quite good enough to get full power out of the 9800x3d. Considering switching to a better quality model by Gigabyte. Then again I would be losing at least half of my old mobo value if I manage to sell it for that, so is it even worth it?
Case: right now it's PCS SPECTRUM II ARGB and while it's doing the job, I was considering getting the Lian Li LANCOOL 217 hoping for a quieter operation. I've read that the Phanteks XT PRO ULTRA just barely fits the AIO, not sure I was to be testing the manufacturer's tolerances. The case will be on the ground so I don't need RGB.
PSU: right now it's Corsair RM750e and I quite dislike the crackling noises when under heavy load. I had it RMA'd 3 times and all have the same coil whine. This is well reported elsewhere and safe to operate, but I thought I could do without it and go for a better PSU.
Thoughts?
