Wishlist: A way to bring back defeated Governors

I really wish there is a way to bring defeated Governors back into the game.

Maybe a "Repatriation Harbour" building that you need to equip with Governor specialist? The harbour will then produce a ship for the governor to colonise islands again.

I feel like this could make long playthroughs really replayable especially if you've defeated them all and feeling that the map is less alive with no other players.

Also just want to bring back Athr cuz he rebelled and was swiftly defeated and I haven't completed his quests yet and I dont want to start a new session just to get his achievement.

So finally triggered this quest after inducing a plague, but the quest appeared in Albion and it's asking me to build a Sanctuary (which you can't in Albion 🫠). I've tried:

- building a fanum in the island where the quest popped and every island I own in Albion, ddnt work.

- building a sanctuary in every island I own in Latium, also ddnt work.

Is this a bug? I need help please cuz i want to get rid of Concordia to have new governors and i want to do all her quest before she turns into an item.

Now that we have fertility granting specialists, we need officiums that can be built on marshlands and harbour areas so we can make full use of them.

Currently we can only build them on the sides/nearby shorelines which are not really efficient or am i missing a research that grants this???
