I'm trying to figure out if my bike has a fuel dongle, tune, both or neither

I bought my bike from a dealer and dont have any info on the previous owner

The bike feels livelier than I remember a stock 690 being but it's been a while since I've ridden one too. It also has a rottweiler intake installed, but a stock exhaust.

I see the stock o2 sensor still in the header and no power commander 5/6. So I'm assuming no fuel dongle or tune. What are symptoms of a stock bike vs a tuned one?

Also, any idea what this wire tap is for in the image?
