I've been having issues with this for the first time and after scouring threads found here like this one https://www.reddit.com/r/NintendoSwitchHelp/s/GPeww1uBup I noticed something finally that fixed it. Between my Switch (one of the first models from almost a decade ago) and my son's Switch Lite suddenly couldnt share virtual game cards anymore. We could always share easily at my home but never at his mom's. Finally after 2 weeks of trying to keep the devices charged, cache resetting, eshop & Nintendo logins being verified on both, I got fed up and said I'll try connecting them first to my phones Hotspot and it just worked. Didnt make sense until I wondered what exactly was the difference between both networks. I setup the cloud flare 1.1.1.1 DNS configs for his mom's network but I never reconfigured it for the other WiFi in both our lists. Once I made those connections the default (automatic DNS) on his switch & mine they could share no problem, a game lent him to me and the reverse. Hope this helps. I don't know if this is something messed up on Cloudflare's or Nintendo's side since a DNS shouldn't prevent game sharing but yeah lol
