There are very few rules but they’re important.
You can’t combine things that are canonically incompatible (you can’t give someone with the badly or fully awakened maki or toji cursed energy,) you’re limited to 2 cursed techniques, you can only use the same character twice (I.E you can’t have gojo CE, CT, and IQ. Only 2.) and you can only choose 3 techniques, other than that, it’s free game.
