1 theory domi versie doesn't work to people has eaten devil fruit because devil already lives inside them i dont remember a single character so far with devile fruit that got domi versi , gorosei have a pack with the devil so probably its a different case x becec didn't had df as well .
2 theory domi versi doesnt work to Zoan df as we know zoan fruit have a will on their own so devil can't take their will and that's why imu tried to convert loki and Luffy and he expected to fail .
