Speech delay or stubbornness?

My daycare provider recently told me she is concerned with my daughter’s ability to speak and respond to questions. She is 2.9 years old.

I was stunned because my daughter is very talkative at home and we both agree that she is “smart”. She specifically cites that she doesn’t answer questions even when she knows the answer, and doesn’t listen to instructions when the alternate provider is there (noting that the alternate has a strong Argentinian accent).

On one hand I’m not worried because she surprises me everyday with how much she knows and can verbalize. Also if you offer her a cookie she will answer any question. On the other hand, she does babble for fun and is hard to understand. Her grandma recently came to visit and it took her a day to catch on to what she was saying fully.

I took an online screening test (first step for funded services) that said she was progressing normally but to talk to my doctor if I had questions. I know my doctor will just dismiss me so it’s up to me to decide if we want to shell out for private treatment. We’re in Ontario, Canada.

So is this normal or should I investigate further? She speaks in full sentences is learning a lot of words everyday but has a rebellious streak and an unclear speech (to anyone but me and her dad).
