so when i’m playing games my cpu gets up to 90-100° and idk why

i asked my friend why and he said to check my cpu fan and its only spinning at 1100-1200 rpm

he said i should replace my cpu fan but i think it might be a motherboard issue

what should i do? (i’ve repasted the cpu and it done nothing)
