Is there a way to downgrade iphone 13

is there a way to downgrade my ios 26.4 iphone 13 I used with iTunes so I can use bookar1n to remove activation lock

I recently got a windows 10 laptop from my cousins I have the password and everything but we tried to factory reset it and I keep getting this screen and when I go into settings and do that method nothing pops up im favtory resetting because I want to get rid of all the storage but im annoyed that it keeps doing this can anyone help me?
