What is the difference between restricted and all out warfare in terms of results? So you can only attack military units, buildings and ships in restricted wars which to my understanding includes harbors and the villa. Can you ultimately finish off/subjugate an enemy or claim his islands in restricted wars or just in all out wars? If not what is the point of them? As a second question: I by chance came aware that some of my rivals don't have any diplomatic relation at all. Like you put them in the center of the diplomatic menu and only two other players (me and NPCs only in this game) appear, like the other characters don't exist at all. Is that normal or is it a bug?

I just picked up 117, after playing 1800 so maybe i missed it. Is there no equivalent to commuter quays so you can outsource your "nasty" production without building a whole new city?
