So i was trying to start a Venusaur chain in Virizion Forest to finally get that shiny and within 50 minutes i saw (and caught) these two shiny Pidgeys, BEFORE SEEING A SINGULAR VENUSAUR MIND YOU!!!!

Hello everyone, I'm new here as you may have noticed and I plan to start spoofing very soon. I already have that pretty much sorted out though, I only really have one question left. When people on subreddits like this one specify that they can or can't fly, does that just mean that they are on tp cooldown? For example, when someone wants to trade something and they "can't fly" does that mean that the trade has to be delayed due to them not being able to visit the location agreed upon for the trade?
