Devil fruits were for the original celestial dragons

There have been 2 things on my mind since reading Chapter 1182. Mainly the meaning behind Killingham’s reason for summoning his nightmare Zaza, the rain god. When he describes why the celestial dragons despise water, I felt a connection to devil fruits and the weakness to Sea Water meaning a connection between devil fruits and celestial dragons.
That makes me move on to Imu’s dialogue calling Nidhogr a traitor.

Is it possible that the original devil fruits were created to be consumed by Celestial Dragons. Could they have been harvesting the dreams of other races to power themselves and the only weakness of a devil fruit be passed down as a collective fear in the minds of Celestial dragons.
Is it also possible that if the original devil fruits were for Celestial Dragons/in-service to Imu could the people who took these devil fruits and made a stand against Imu instead of the Celestial dragons be the Traitors in question.

This last one’s a reach but could Imu have been trying to seek something and therefore used DFs to create an army through cruel and evil means, but those close to him (his “friends” turned opposers) took a stand against his ways aka Joyboy, Nidhogr, Zunesha etc. what I’m trying to say is what if Joyboy is the Thorfinn to Imu’s Canute, his loyal advisor and friend that saw he was going too far and had to stop him branding everyone as a traitor instead of Imu possible having a inferiority complex (if you get what I mean).
