Is anyone else having the same problem I am?

I've done the dailies twice now, once for the story and then again for the mission and they are being checked off on the event tab.

Has anyone had issues trying to level their ally?

I have 4 rare alliance tokens and over 10k favor, but I can't click the level up option in their menu.

(Edit: I am on PC, sorry I forgot to mention that.)
