Persistent rash/hives on my arm and it’s making me miserable..

So the first picture is from April 15th when I first got this thing. It started in a line/scratch on my arm and then I’d get these tiny bumps all on the back of my hand. I’ve tried cortisone cream, Benadryl, Zyrtec, A&D ointment, CeraVe lotion. Eventually I just went to the ER because the prompt care here isn’t the best and it started to feel numb and become indented in the middle, which is shown on picture 8. Well they gave me some strong steroid pill to take for 4 days and it helped but it never completely went away (they also said it’s poison okay and I didn’t think that was it but I didn’t wanna argue). Well now almost a month later with the bumps still showing up on the back of my hand randomly and itching and the redness not completely going away, it showed back up but lowkey feels worse. Now along with that I got these clear itchy bumps on my middle finger. During that whole time I was still putting A&D ointment, and it still came back. It’s only on that part of my arm/hand and nowhere else I’m just lost on what it can be since I’ve gotten no answers and now I have to wait for the referral to a dermatologist, so I’m hoping maybe someone on here can give me something that can help explain this, even just a little. My PCP didn’t wanna give me anything either incase it “masks” it before I get to see the derm. God I’m miserable and extremely self conscious right now it’s becoming depressing.

TLDR - Started as a scratch-like rash on my arm in April and never fully went away. It flared up again with itchy/red raised spots and now tiny clear blisters on my finger. Steroids helped temporarily, but nothing else has, and I’m currently waiting for a dermatology referral.
