Just give air benders the ability to make a substance that mimics mythological depictions of clouds.

Like it's just so air bender. A harmless substance that can intake alot of kinetic force but is easy to penetrate.

They fall they summon it.

They can ride it like how Goku rides the flying nimbus. It's such a big part of some Asian mythologies for these types of "clouds" to exist.
