Dug this old russian optic up, works but clicks when it turns on, like in the video. What can be wrong?

Recently got this three wheel lawnmower for free with busted up rubber mounts, crooked blade, leaking oil sump, half the parts gone on the carb, missing dipstick and worn wheels. Fixed her up but i cant tell if its vibrating too much, blade is brand new, havent checked if its out of balance but i dont believe it should be. Plastic looks like its vibrating way more in the video than it really is
