I have a pitbull mix, my neighbor has 9 outdoor cats who frequently beat my dog up. I have spoken to my neighbor about this and they essentially tell me to keep my dog inside. is it wrong/illegal to bring them to a shelter? my dog is only outside on walks/play breaks. We also live really close to a coyote den. we are in Washington state if that helps
