Why is speeding in a construction zone the default?

I’m visiting Los Angeles currently and it really stands out to me that almost everyone is speeding here in the city. It’s the most normal thing to do.
For example driving from Malibu to Venice Beach there is a long construction zone, the limit is 25mph. But driving at a speed of 35mph is the most normal thing. When driving 30 mph you’re already slow.
Is this normal? Or is the police just never checking on speeding?
Curious. I feel like a real foreigner here trying to stick to the rules somewhat, but it’s almost impossible.
